Are Potholes a Necessary Evil?

Potholes seem to be a subject of contention amongst the general public. It’s understandable that people would be upset by their existence considering the amount of money we spend on taxes, especially of course, road tax.
It was interesting to see in this week’s Ham&High that Barnet council have paid out on more claims because of road damage than any surrounding borough. Only a brief moment of triumph can be felt for Camden however when it’s revealed that Camden council spent far more on compensation over the past few years than any other borough.
I’m guessing that it’s a battle that can never be won, especially after the bought of cold weather and snow that we experienced over the winter (and seem to still be experiencing!) it’s not surprising that there’s still an issue and the council are struggling to keep up and on track!
Yet is it not the council’s responsibility to keep our roads safe? Holes in the road are, needless to say, a dangerous thing and it’s surely up to the council to keep up regardless?
So how do the public feel. Should we understand that the council are struggling with an unwinnable battle, or should we expect them to employ more people to fight this dangerous menace?

It seems to me that potholes are undefeatable. The council can't win and we need to understand that.
